Relocations do not contribute significantly to population decline. The intervention team repeatedly used the catch and relocation method for bears near settlements. According to the government, experience has shown that relocated bears return regularly, so this method is not effective in solving the problem of habituated bears.

Other interventions on the population, such as castration or contraception, are not allowed under nature protection or animal protection legislation, the government explained. The intervention law was prepared by the Ministry of Agriculture, Forestry and Food, and submitted to the government by the Ministry of the Environment and Spatial Planning, which is responsible for the management of carnivores.

At the initiative of NSi and SDS, members of the parliamentary committees for the environment and agriculture also spoke at a joint session about the issue of shooting wolves and bears. They welcomed the government’s proposal for an intervention law to remove them, and several attendees called for the adoption of systemic measures for the sustainable management of carnivores. Representatives of the proponents of the session, the NSi and SDS parties, warned that the government was responding too late. Iva Dimic (NSi) is satisfied that the epilogue of political and civil society pressure has followed. She stressed that farmers have enough of everything. According to her, the excessive population of carnivores is an all-Slovenian problem, and the management of carnivores is, in her opinion, uncontrolled and of poor quality.

Žan Mahnič (SDS) also critically said that “things only move forward in our country when the state and civil society put pressure on him”. for who will file the law instead of looking for solutions.

As the Minister of Agriculture emphasized, it is important that the intervention law is in the process, and both ministries participated in the preparation. The Minister of the Environment, Simon Zajc, explained that these were summarized figures from a decree that had already been prepared by the Ministry of the Environment, but had been detained by the administrative court due to an appeal by Alpe Adria Green. With the intervention law, the government is now bypassing this decision, and at the same time, according to Zajc, the ministry is already preparing a new decree, which he hopes will be prepared in such a way that it will not “fall”.

The director of the Chamber of Agriculture and Forestry, Branko Ravnik, welcomed the government’s decision. “It is true that we farmers are often the first to be hit, but in reality we are not the only ones. It is also about the countryside, the rural population and the issue of a functioning state,” he said. The chamber expects that the intervention law and the shooting decree will work at the same time. As he explained, we will now have an intervention law that will resolve the situation retrospectively, but the current situation must also be resolved.

The president of the Hunting Association of Slovenia, Lado Bradač, also called for a change in the carnivore management system. He said that in the period 2007-2008 there were 435 bears in Slovenia, but today there are 970. Illegal shooting will not be carried out, he emphasized and called on the country to take action again, otherwise he can continue advising farmers who apply to the association to write letters. to the ministry.

Interventni zakon je pripravljen zaradi sodnega zadržanja odstrela, in sicer z namenom uravnavanja populacije. “Povečanje gostote obeh vrst (rjavi medved in volk) je povzročilo, da so te živali v zadnjem obdobju spremenile način vedenja in tako predstavljajo neposredno grožnjo za prebivalce in njihovo premoženje,” so poudarili na vladi.
Obstaja velika možnost napada na človeka

“Temeljni cilj zakona je tako interventni poseg v populacijo rjavega medveda in volka in s tem ustavitev rasti gostote obeh populacij,” so pojasnili na vladi in dodali, da sta tako medved kot volk trenutno v ugodnem stanju, saj je bil trend rasti populacije v zadnjih letih precej izrazit. Zato se razmer po pojasnilih vlade ne da več reševati le z izjemnimi odstreli po odločbah, saj ne zmorejo uravnavati velike gostote populacij. “Ob takšni situaciji obstaja zelo visoka realna bojazen napada medveda na človeka. Za rešitev nastalega stanja ni druge zadovoljive možnosti, kot je takojšnje uravnavanje številčnosti populacije obeh vrst,” so poudarili.

Kot je v torek povedala ministrica za kmetijstvo Aleksandra Pivec, so se volkovi, ker se v zadnjih treh letih ni izvajal odstrel, izjemno namnožili, pri čemer spreminjajo svoje vedenje, prihajajo v bližino vasi in napadajo tudi živali, ki jih v preteklosti niso. Navedbe je podkrepila s številkami, da so samo letos volkovi poklali 72 glav drobnice, 19 glav govedi, 15 konjev, dve drugi domači živali in enega osla. Še bolj so se namnožili medvedi, je dodala.
Ministrstvo za okolje in prostor predlaga tudi upravljanje šakala

Ministrstvo za okolje in prostor je v javno razpravo dalo predlog sprememb uredbe o zavarovanih prostoživečih živalskih vrstah, po kateri zlati šakal, katerega populacija je v ugodnem stanju in se tudi veča, ne bi bil več ogrožena vrsta. To bi omogočilo uravnavanje populacije. Šakal je v Sloveniji zavarovana vrsta, zato je mogoče v njegovo populacijo posegati le izjemoma in pod posebnimi pogoji.
Medveda se ne da preseliti, saj pride nazaj

Druge možnosti za zmanjšanje populacije, kot so odlov in preselitev, kastracija, kontracepcija in podobno, po mnenju vlade niso primerne. Preselitve namreč ne prispevajo bistveno k zmanjševanju populacije. Intervencijska skupina je za medvede v bližini naselij večkrat uporabila metodo ulova in preselitve. Izkušnje so po navedbah vlade pokazale, da so se preseljeni medvedi redno vračali, zato ta metoda za reševanje problematike habituiranih medvedov ni učinkovita.

Drugi posegi v populacijo, kot sta na primer kastracija ali kontracepcija, niso dovoljeni po zakonodaji s področja varstva narave ali področja zaščite živali, so še pojasnili na vladi. Interventni zakon je pripravilo ministrstvo za kmetijstvo, gozdarstvo in prehrano, na vlado pa ga je vložilo ministrstvo za okolje in prostor, pod okrilje katerega sicer sodi upravljanje zveri.
MOP je nesprejemljivost številčnosti zveri meril z anketami

Vlada odvzem medvedov in volkov iz narave vsako leto ureja z odloki. Za letošnjo sezono odstrela volka po dveh sodbah upravnega sodišča ni predvidela, na podlagi ocene zavoda za gozdove je predvidela le odvzem 200 medvedov iz narave, a se odstrel ne izvaja, saj je upravno sodišče odpravilo in v ponovni postopek vrnilo prilogo odloka, v kateri sta določena število in prostorska razporeditev odvzema medvedov iz narave.

Sodišče je odlok o odvzemu osebkov rjavega medveda in volka iz narave zavrnilo, ker okoljskemu ministrstvu ni uspelo dokazati družbene nesprejemljivosti medveda in volka v primeru preštevilne populacije. “Ministrstvo za okolje in prostor je utemeljevalo, da bo z rednim odvzemom, ki ga predpiše zavod za gozdove, zmanjšalo populacijo na družbeno sprejemljivo raven, družbeno sprejemljivost oz. nesprejemljivost pa so merili z anketami, kar je bilo za sodišče premalo utemeljeno dejstvo,” je v torek spomnila ministrica za kmetijstvo, gozdarstvo in prehrano Aleksandra Pivec.

Na odborih DZ-ja pozivi k sistemskim ukrepom za trajnostno upravljanje zveri

Tudi člani parlamentarnih odborov za okolje in kmetijstvo so na pobudo NSi-ja in SDS-a na skupni seji spregovorili o problematiki odstrela volkov in medvedov. Pozdravili so vladni predlog interventnega zakona za njihov odvzem, ob čemer pa je več navzočih pozvalo k sprejetju sistemskih ukrepov za trajnostno upravljanje zveri. Predstavnika predlagateljic seje, strank NSi in SDS, sta opozorila, da se vlada odziva prepozno. Iva Dimic (NSi) je sicer zadovoljna, da je vendarle sledil epilog pritiska politike in civilne družbe. Poudarila je, da imajo kmetje dovolj vsega. Prevelika populacija zveri je po njenih besedah vseslovenska težava, upravljanje zveri pa je po njenem mnenju nenadzorovano in nekakovostno.

Tudi Žan Mahnič (SDS) je kritično dejal, “da gredo v naši državi stvari naprej šele, ko se naredi pritisk države in civilne družbe”, ministrstvoma za okolje in za kmetijstvo pa je med drugim očital boj za prestiž oz. za to, kdo bo vložil zakon, namesto da bi iskali rešitve.

Kot je poudarila ministrica za kmetijstvo, je pomembno predvsem, da je interventni zakon v proceduri, pri pripravi pa sta sodelovali obe ministrstvi. Minister za okolje Simon Zajc je pojasnil, da gre za povzete številke iz odloka, ki so ga na okoljskem ministrstvu že pripravili, a ga je zaradi pritožbe Alpe Adria Greena upravno sodišče zadržalo. Z interventnim zakonom gre zdaj vlada mimo te odločitve, hkrati pa na ministrstvu po Zajčevih pojasnilih že pripravljajo nov odlok, za katerega upa, da bo pripravljen tako, da ne bo “padel”.

Direktor kmetijsko-gozdarske zbornice Branko Ravnik je vladno odločitev pozdravil. “Res je, da smo kmeti pogosto prvi na udaru, ampak v resnici nismo edini. Gre tudi za podeželje, prebivalstvo podeželja in vprašanje delujoče države,” je dejal. Na zbornici pričakujejo, da bosta interventni zakon in odlok o odstrelu delovala hkrati. Kot je pojasnil, bomo imeli zdaj interventni zakon, ki bo položaj reševal za nazaj, treba pa je reševati tudi sprotno stanje.

Tudi predsednik Lovske zveze Slovenije Lado Bradač je pozval k spremembi sistema upravljanja zveri. Kot je dejal, je bilo v obdobju 2007–2008 v Sloveniji 435 medvedov, danes pa 970. Nezakonitega odstrela ne bodo izvajali, je poudaril in državo znova pozval k ukrepanju, sicer lahko kmetom, ki se obračajo na zvezo, še naprej svetuje pisanje pisem na ministrstvo.

Odstrelu je medtem nasprotoval zunanji sodelavec organizacije Alpe Adria Green Tomaž Ogrin, ki je prepričan, da gre karavana z odstrelom naprej, ne da bi razpravljali o drugačnih rešitvah. Izrazil je mnenje, da imamo v Sloveniji zelo slab informacijski sistem o gibanju zveri, in kmete pozval k dejavnemu varovanju. Med rešitvami vidi obnovo pastirske službe. Ogrinove navedbe o slabem informacijskem sistemu o gibanju zveri je zavrnil direktor Zavoda za gozdove Slovenije Damjan Oražem in zatrdil, da imamo v Sloveniji enega najboljših sistemov monitoringa.
